Person A is in northern ireland, Person B is in London. If Person A knew that Person B is in trouble and calls 999 from northern ireland can Person A report the emergency as normal to the local 999 office and they will dispatch police in london to deal with the emergency? Same as when someone got stuck up a mountain and phoned home. they called the police who relayed the message to local rescue services and the person involved was rescued. happened a few times to my knowledge.
